If the light were flashing, then he shouldn’t have entered the crosswalk. That might be why he got a jaywalking ticket. You can’t enter a crosswalk legally if the walk light is flashing, or counting down.

Another thought, aren’t the DC intersections pretty much covered in traffic camera’s?

If so, it should be fairly easy to secure a copy of the tapes for both intersections, and show what actually occurred.
