Florida has the same law.
I would this it’s enforcement is pretty much at the discretion of a law officer on the scene.

WOW, is this stupid, or what!? It’s during an emergency that drunks need to drive around, shooting-off their guns. Else what’s the point of having an emergency?

My understanding is that this is a NC state law. If there’s a state of emergency called, these restrictions follow automatically. Anyway, it’s good for North Carolinians to find out about it now when it’s just snow that’s the problem. Hoping the NRA can take it from here, since the ACLU sure isn’t likely to.
