Either the laws apply or they don't. Americans are not special when it comes to breaking the law. They should be punished according to the justice system that has jurisdiction. And it is very uncommon to send foreigners back home to be tried for crimes they committed in America. Would you be happy with a Haitian who came to America and got caught kidnapping American children in America to be sent to Haiti to face Haitian justice?
