What about the people you are making 40,000? How do you expect them to put money away? No body in this country, which is the wealthiest country in the world, should have to put majority of their income in a health savings account. Compared to someone who has the extra money to put away someone making 40,000 doesn't have any extra money. No-one's health care should depend on how much they have in the bank. Everybody has to pay because we are insuring each other. That is the insurance paradigm. Everyone, even the healthy, will require health care regardless.
