The problem with “Plan Z” is that, according to Conrad, the Senate cannot pass a reconciliation bill until the bill that they are reconciling becomes law. In other words, Pelosi would have to get the House to pass the Senate bill and then have Obama sign it into law before the Senate can begin to work on a reconciliation bill (sorry for being slightly repetitive).
