More than half of all voters consider this midterm election a referendum on President Obama, but a majority of the population still blames George W. Bush for the economic crisis that America faces today, according to a new poll.

While voters are fairly evenly split on the issue, 49 percent of respondents said the previous administration is to blame for the economic problems facing the country, while 44 percent say Obama’s policies are at fault, according to the Rasmussen poll that was released Tuesday.

In light of a likely Democratic loss of the House and a Senate majority, 56 percent of likely voters think Obama should change his agenda accordingly. However, 66 percent of respondents do not expect that to happen.

A significant majority of voters, 79 percent, think they have better economic judgment than the president.
