WASHINGTON — Key US senators on Monday unveiled a bill that would allow the US government to tap up to $10 billion of Libyan strongman Moamer Kadhafi’s frozen assets to provide humanitarian aid to his people.

Democratic Senate Banking Committee Chairman Tim Johnson and the top Republican on the panel, Senator Richard Shelby, said their bill would help ease what they described as dire shortages of food and basic medical equipment.

“These frozen government assets are the property of the Libyan people and there is no reason why they should continue to be locked up while Libyans are in such dire need of assistance,” said Johnson.
