Jay Carney: Republicans forced Obama to turn down Keystone XL, which he didn’t do

Here’s yesterday’s White House press briefing. You can safely skip to around the 9-minute mark:

What’s that, Jay Carney?

Carney, 9:42 — “Because Republicans decided to play politics with Keystone, their action essentially forced the administration to deny the permit process, because they insisted on a time frame within which it was impossible to appropriately approve the pipeline.”

Carney, 13:40 — “But the president didn’t turn down the Keystone pipeline.”

Obama will say whatever he needs to say in order to get through the next five minutes. Carney’s got it down to less than four.
