Responding to Republican nominee Mitt Romney’s contention that a looming budget “sequestration” will cause unnecessary slashing of military budgets, President Barack Obama both dodged responsibility for the pending budget cuts and insisted that they won’t occur.

“First of all, the sequester is not something that I proposed,” he said during Monday night’s foreign policy debate. “It’s something Congress proposed.”

“It will not happen.”
