Rep. Kevin McCarthy, the Republican Majority Whip in the House of Representatives, said Tuesday that President Obama must be “incompetent” for not submitting his annual budgets to Congress on time.
Fox News’s Chad Pergram reported on McCarthy’s comment on Twitter Tuesday morning:

McCarthy also slammed the president yesterday for failing to submit the budget by Monday, which is required by law.
“By law, the President was supposed to submit his budget to Congress today,” McCarthy tweeted. “However, it will be late – making this the 4th of 5 late budgets.”
