Former PTA president busted for filming child porn inside elementary school

A man who had served as the PTA president at an elementary school in rural Washington state was arrested by FBI agents last Friday and charged with recording the rape of an eight-year-old girl at the school.

David Michael Navarro, 37, a resident of Belfair, allegedly knew the girl, reports KING-TV. The rape allegedly occurred after school hours inside Belfair Elementary School in May 2013.

According to Q13 Fox News, Navarro was allegedly the rapist as well.

Police in Australia and Denmark discovered the appalling video on the internet this summer during separate child pornography investigations. Foreign investigators were able to trace the video to an email address owned Navarro. They were also able to use GPS technology to determine that the video was created in Belfair.

The use of GPS technology was possible because the videos were created on an iPhone.

Until his arrest, Navarro had been an active PTA member as well as a frequent volunteer at the school “for a while,” according to David Peterson, the superintendent of North Mason School District.

“It’s an awful thing to have to go through,” Peterson told Q13 Fox News. “And that someone used one of our schools to do this is alarming and disgusting.”

On August 28, the school district sent an information letter to parents about the incident. The full letter is available online.

Local resident Gene Johnson described Navarro as “a very exuberant guy” for whom “everything was about the kids.”

Navarro possessed a key to the school because he was using a classroom in relation to an undisclosed community event, notes KING-TV.

The Fox affiliate says that Navarro has “several” kids in the local school system. It’s not clear if he is married.

Law enforcement officials confiscated a throng of electronic devices — and two pairs of boxer shorts — in their investigation last week.

Additionally, Navarro’s apparently still extant Twitter account contains pictures taken of unsuspecting women. He calls them “creepshots,” according to the Fox station. One was apparently snapped in the elementary school library.

Navarro moved to the area in 2011, from San Diego. He appears to have a clean criminal record. He was arrested in the San Diego area in 2009 for indecent exposure and committing lewd or lascivious acts with a child under 14. However, prosecutors eventually dropped those charges for lack of evidence.

For this most recent incident, Navarro faces a raft of federal charges related to the production, distribution and possession of child pornography.

He is currently incarcerated in a federal detention center in a nether-suburb of Seattle.
