“It’s hard to remember a presidential address that simultaneously called for a truly serious national commitment and then asked everyone to hang on for a while to see how various uncertainties were worked out,” writes E.J. Dionne at the Washington Post. ”

“He should have canceled the speech,” declares Peggy Noonan. “It was halfhearted, pro forma and strange.”

And on Fox News, Charles Krauthammer calls it “one of the most odd presidential speeches ever delivered.”
