Health and Human Services Sec. Kathleen Sebelius said Wednesday that she did not know how many people had signed up for HealthCare.gov because the system was not working well enough to provide reliable numbers.

“The system isn’t functioning,” Sebelius testified before the House Energy and Commerce Committee, “so we are not getting that reliable data.”

“We do not have any reliable data around enrollment which is why we haven’t given it to date,” she said of the number of people who have enrolled, or the number of people who have tried to enroll.

“I met with insurers last week and one of the priority fixes is the so-called ‘834s,’ the document that sends an individuals name to a company who verifies that,” she said. “That is one of the systems that isn’t working.”

She promised that “by the middle of the month, you will have that data,” and that it would be made available on a monthly basis.
