Senate Republicans are warning that unless President Obama gets congressional approval for any deal with Iran, it will only be considered an agreement between him and Iran’s supreme leader, Ayatollah Ali Khamenei, according to an open letter released by Sen. Tom Cotton (R-AK) this morning.
Signed by 47 senators, the letter says Iran should consider aspects of the U.S. Constitution as nuclear negotiations progress.
Although international agreements are negotiated by the president, Congress plays a role in the ratification process. In the case of a treaty, a congressional-executive agreement requires a majority, 2/3 vote from the House and Senate. Without this, it would be considered just an executive agreement and could be revoked by any future presidents.
In a bid to reassert congressional authority, the letter also states Obama will only be in office until 2017, where senators could remain in power for decades.
President Obama hasn’t made moved to be more inclusive of Congress in the Iran deal, though both sides of the aisle largely agree that congress should be involved.
