A former senior official with the State Department of State pleaded guilty Wednesday to stalking numerous women and videotaping them through bedroom windows.
Daniel Rosen, 44, was the director of counter-terrorism plans, programs and policy for the State Department in 2012 during the time he spent watching women undress and shower in their D.C. homes, The Washington Times reports.

“Daniel Rosen crept through alleys and peered through windows to secretly film women during intimate, private moments in their own homes,” Vincent Cohen, U.S. Attorney for the District of Columbia told the paper. “Today, he admitted to being a serial stalker and voyeur who robbed women of the privacy they expected in their own bedrooms and bathrooms.”
Rosen apparently modified his camera in some way or stood directly outside the windows in order to angle the camera lens through the closed blinds.
Rosen pleaded guilty to 11 counts of stalking and voyeurism in connection to the videos. A sentencing hearing will come Oct. 9, where he could face up to 11 years in prison.
Police think Rosen may have been masturbating while recording the video because he can be heard “breathing heavily in a rhythmic manner” in the videos, the Times reports.
When he was arrested for the peeping tom charges, Rosen was out on bail for an unrelated incident in which Rosen allegedly attempted to solicit sex from a minor. During the investigation police found 40 different videos of naked women on Rosen’s cellphone.
Rosen chatted with what he thought was a 14-year-old girl, but what was actually a detective from Fairfax County, Va. posing as the underage girl, The Washington Post reports.
Rosen began chatting with the detective for a short time before implying that the two should meet up for sex. He was then promptly arrested.
