At least three retailers in the District of Columbia who deal in lottery tickets have won the lottery almost 100 times. One lottery retailer, Lounes Issaad, sold himself a $1 million ticket, according to an investigation conducted by WUSA 9.

According to the TV station, Issaad has sold himself 27 lottery tickets worth around $30,000 each over the last eight years.

Issaad purchased the winning $1 million scratch off ticket in at a gas station in February, 2014, after leaving work. According to a release from D.C. Lottery, Issaad is a pizza delivery driver who resides in suburban Maryland.

“He stopped at his favorite store after work and purchased a scratch ticket hoping to get some extra cash for his girlfriend on Valentine’s Day,” the release reads.

Issaad tells a different story, though. He told WUSA he owns the store where he purchased the ticket, but there was nothing dubious about the purchase, he said, he’s just addicted to gambling.

Issaad said whatever money he won, he just spent on more lottery tickets, and now he’s broke again.
