The District of Columbia spends more money per-capita on its police force than any other city in the nation, yet still has an extremely high crime rate.

Despite spending more than $900 per-capita on its police force, the District still ranks dead last in terms of return on investment, according to a recent report released by the personal finance website WalletHub.

The study measured tax dollars spent for police protection in the 104 most populated cities in America and compared the number with crime rates. The data also adjusted for poverty and unemployment rates.

By those calculations, the nation’s capital ranked at the bottom of the list for return on investment. (RELATED: Americans Live In Fear Just Blocks From US Capitol)

The city is grappling with a huge spike in homicides. At 157 homicides so far this year, Washington has seen a 61 percent rise over the same time last year.

The crime surge had Mayor Muriel Bowser so worried earlier this year she decided to pay criminals to hand over their illegal guns.

In August, Bowser announced a new initiative that would pay big bucks for information that led to the recovery of an illegal gun.

“Illegal firearms are responsible for most homicides in the District. And illegal guns continue to make their way into the hands of violent criminals,” Bowser wrote in a letter to city residents. “Our police department is making progress – but they cannot do it alone.”

Bowser said she is willing to pay as much as $10,000 for a tip that leads police to a gun that was involved in a shooting.
