The answer is probably not. (Though he enjoys state-run media, Vladimir has horses to ride shirtless). But a new government document out of the Office of Business and Economic Government which states that Politico is set to a receive $205k tax credit for opening a bureau in Sacramento raises questions.
According to the document, in 2017 the number of employees in the bureau must be 34 and the minimum salary would be $50K. By 2020 the employee head count rises to 41.
