A newly released police dashcam video shows a Missouri cop taser a 17-year-old for a solid 23 seconds before dislocating his jaw — an incident that landed the cop four years in prison.

The video shows former police officer Timothy Runnels from Independence taser then-17-year-old Bryce Masters, even as he lays face down on the ground. Masters went into cardiac arrest and suffered brain damage. Runnels pleaded guilty to violating the constitutional rights of a minor.

“He’s got his hand up on his car, his shades on, and he’s looking pleased with himself,” Stacy Masters, Bryce’s mother, told The Intercept.

The dashcam video shows Masters refuse to get out of the vehicle as Runnels tries to pull him out. He repeatedly asks, “Am I under arrest? Am I under arrest?”

“Give me your hand. You’re under arrest,” Runnels finally answers. Bryce asks why, but Runnels only says, “Get your ass out of the car.”

Runnels fires the Taser into Masters’ chest and continuously shoots electricity into his body even as he is face down on the street. The cop then picks Masters up and drops him face first onto the ground, dislocating his jaw.

Masters went into a medically induced coma and nearly died. He says he still has trouble concentrating and is forgetful. Master’s father Matt, who is a police officer, was horrified when he watched the dashcam video.

“I don’t understand, when you watch that video, how you could treat anybody’s kid that way,” he told The Intercept.
