A known criminal in Washington, D.C., allegedly committed murder shortly after authorities placed a GPS ankle bracelet on his prosthetic leg, which he took off and left at home.
Quincy Green, 34, is the prime suspect in the May 14 murder of Dana Hamilton, 44, in the southeast portion of the District. After Hamilton was gunned down, police searched for a suspect with no results for six days, until an anonymous tip led them to look at Green. Officials used surveillance video showing Green in the area when the murder occurred and later found a prosthetic leg with a GPS tracker in his home, reports Fox 5.
The District’s Pre-Trial Services Agency is conducting a review to determine how the deadly mistake happened. California-based government contractor Sentinel Services is under scrutiny as the likely culprits of the improper installation.
“Very simply it was human error,” Cliff Keenan, director of the Pre-Trial Services Agency, told Fox 5. “The contract through which we have contracted for services includes putting onto the individual defendants the actual GPS bracelet and one would assume that the person doing the installation would know not to put it on to a prosthetic device, we don’t know what the company has been able to find out about how this happened under these particular circumstances other than it was a violation of protocols.”
Green faced a charge for the illegal possession of a handgun and was confined to his home with the GPS tracker until his trial. Green later switched his prosthetic with a spare to fool authorities. Officials say they monitor roughly 480 criminal suspects currently in the District and have never encountered such a situation. The Metropolitan Police Department union expressed frustration with the mistake, saying it undermines the trust citizens place in law enforcement officials, reports WUSA9.
“Here you have a company that comes along and working with DC government, doesn’t even follow their own protocols,” Russ Mullins, executive shop steward for the Fraternal Order of Police, told WUSA9. “Not putting the device skin to device like they’re supposed to, now we have this young man that goes out and eventually kills someone. What do you say to the family?”
Sentinel Service is not yet commenting on the incident and it is unclear if they know which employee improperly installed the device.
