The Department of Transportation is spending $3 million on a national bicycle information center that will emphasize cyclists and pedestrians over cars on the road.

The Federal Highway Administration (FHA) announced it is seeking applicants to operate a center to promote “an integrated, convenient, and safe transportation system for all users, with an emphasis on pedestrians and bicyclists,” according to a grant opportunity posted in June.

The center will broadly promote “accessible roadway design, livability, equity, ladders of opportunity, and economics,” with an emphasis on research and providing information.

The center will conduct outreach on how to share the road, and “develop information and educational programs and products related to pedestrian and bicycle facilities.”

Every state has a bicycle and pedestrian coordinator who reports to the FHA. The FHA also currently funds a website called the Pedestrian and Bicycle Information Center in cooperation with the North Carolina Highway Safety Research Center.

Bicycle and pedestrian safety programs have been advocated by transportation departments for decades, but the administration ramped up spending on cyclist safety in 2009 and 2010.

The FHA has spent a total of $11.2 billion since 1992 on “pedestrian and bicycle facilities and programs,” $833 million during fiscal year 2015.
