House GOP Agenda Packed With Anti-Terrorism Bills, Regulatory Reform

Congress is set to return from its August recess Tuesday, and House Majority Leader Kevin McCarthy has a jam-packed agenda for lawmakers in the lower chamber.

McCarthy announced the conference is slated to tackle issues ranging from appropriations to Iran, in an email sent to House Republicans Wednesday.

A number of anti-terrorism measures will be considered. A proposal is being crafted to prevent the White House from providing ransom payments, in response to the administration paying Iran $400 million in exchange for four American prisoners.

The House will vote on the Iranian Leadership Asset Transparency Act, which would publicize the assets of Iran’s government leadership.

With the close of the 2016 fiscal year quickly approaching, discussions on the best option to keep the government funded — including the possibility of a continuing resolution — are expected to resume. Lawmakers will probably weigh what legislative steps need to be taken to handle the looming Zika crisis, and resume consideration of the National Defense Authorization Act.

McCarthy said legislation pertaining to carrying out the GOP’s “A Better Way” blueprint on regulatory reform will be a priority once Congress returns.

“While House Republicans developed this bold agenda as a blueprint for 2017 and beyond, I believe we can and should make a down payment immediately—particularly in the areas of restoring Constitutional authority and regulatory reform,” he wrote. “This builds on the work we did in July by passing the Separation of Powers Restoration Act, which ends decades of excessive judicial deference to executive branch agencies when interpreting statutes and that was a cornerstone of the Constitution blueprint, as well as by passing a set of bills expanding the availability of HSAs and HRAs for families and small businesses contained in the Health Care blueprint.”

In addition to the regulatory reform bills, five Republican-authored measures aimed at expanding innovation in the private sector were named as bills likely to be taken up next month.

McCarthy noted in the email, the 114th Congress has been far more productive than the 113th, having passed 6o1 bills, with 219 of those having been enacted into law.
