The British Home Office has calculated that it would be impossible to deport five out of six EU nationals currently in the country and will therefore let them all stay, according to a new report.

Around 3.6 million foreign EU citizens currently live in the U.K. More than 80 percent of them will be eligible for permanent residency by the time the Brexit happens in 2019. The remaining 600,000 will be offered amnesty instead of getting deported, The Daily Telegraph reports.

“They will be allowed to remain in Britain,” an unnamed cabinet member told The Telegraph. “But it is important that reciprocal agreements are made with the EU to ensure that British people abroad get the same rights.”

Immigration was one of the major issues leading up to the Brexit vote in June. Prime Minister Theresa May has refused to give EU nationals any guarantees, but has promised a clear stance prior to exit negotiations with EU begins next year.

German Chancellor Angela Merkel Wednesday said the U.K. can forget about full access to the EU single market if it doesn’t offer free movement for EU nationals in exchange. It is still unclear how Brexit will affect immigration opportunities in the future.
