President-elect Donald Trump criticized the White House Thursday for not responding to Russia’s attempts to meddle in the 2016 presidential election.

Trump also questioned the timing of the White House’s actions, alleging it was only acting out in response to Democratic nominee Hillary Clinton’s loss. President Barack Obama did not reportedly retaliate against Russia for breaching U.S. critical infrastructure for fear of destabilizing negotiations with Russia over the Syrian civil war.

CIA officials have reportedly told Congress that Russia explicitly tried to get Trump into the White House. Trump has disputed the claim, along with several other members of the intelligence community and the FBI. Other intelligence officials believe Russian President Vladimir Putin himself was personally involved in the election hacking.

The intelligence community is, however, united in the consensus that Russia breached the Democratic National Committee, and released damning email correspondence to WikiLeaks.

Russian hacking and meddling efforts came after a sustained hacking campaign the White House was fully aware of.
