President Barack Obama signed his final bill just ahead of the inauguration of President Donald J. Trump Friday.

The Tested Ability to Leverage Exceptional National Talent Act of 2017, or TALENT Act, codifies the Presidential Innovation Fellows Program, which was initially established as an executive order, and continues the program by encouraging “successful entrepreneurs, executives, and innovators” in the industry to work in government.

The bill, introduced by House Majority Leader Kevin McCarthy in the lower chamber, received bipartisan support, since the fellowship has been beneficial for both Republicans and Democrats.

“In an age of tremendous technological advancement, our government must modernize to better serve the American people,” he said in a statement. “This requires creating opportunities for the best and the brightest in the technology community to serve their country.”

The fellowship will help the United States make necessary reforms and promotes innovation, according to McCarthy.

“The Presidential Innovation Fellows program has helped lay the groundwork for needed reforms in government,” McCarthy continued. “By codifying this program into law we can expect this positive work to continue and build a more efficient, effective and accountable government for all Americans.”
