President Donald Trump declared an “America First” vision for his foreign policy, according to his inaugural address and the new White House website.

The phrase harkens back to Trump’s first major foreign policy address in April, when he first deployed the phrase.

The new White House website lays out Trump’s priorities going forward.

“Defeating ISIS and other radical Islamic terror groups will be our highest priority,” the website declares. This facet of Trump’s foreign policy agenda continues, “the Trump Administration will work with international partners to cut off funding for terrorist groups, to expand intelligence sharing, and to engage in cyber-warfare to disrupt and disable propaganda and recruiting.”

Trump’s vision laid out in his website and inaugural address stems from his stated April belief that U.S. foreign policy is misguided. “After the Cold War our foreign policy veered badly off course. We failed to develop a new vision for a new time,” Trump said at the time.

He continued in a revealing segment:

We’re getting out of the nation-building business and instead focusing on creating stability in the world. Our moments of greatest strength came when politics ended at the water’s edge. We need a new rational American foreign policy, informed by the best minds and supported by both parties, and it will be by both parties — Democrats, Republicans, independents, everybody, as well as by our close allies.

The remainder of Trump’s listed priorities focused on rebuilding the U.S. military, a commitment to diplomacy, and a discussion of his trade priorities.
