John Kneuer - John Kneuer is an internationally recognized expert on telecommunications, Internet, and spectrum policy. Mr. Kneuer has testified more than a dozen times before the United States Congress.
From October 2003-November 2007, Mr. Kneuer served first as the Deputy Assistant Secretary, and then as the Assistant Secretary of Commerce for Communications and Information. As Assistant Secretary, Mr. Kneuer was confirmed by the United States Senate as the principal advisor to the President of the United States on telecommunications policy, and the Administrator of the National Telecommunications and Information Administration ("NTIA").
Earlier this year, the unveiling of the FCC’s National Broadband Plan took a giant step towards addressing a long-overdue problem - ensuring that our emergency workers and first responders have nationwide access to dependable wireless broadband communications. This effort is commendable in its own right, but is also a continuation of national efforts to upgrade our public safety communications infrastructure that gained urgency in the aftermath of 9/11 and Hurricane Katrina. Yesterday a federal appeals court dealt a blow to the FCC’s plans to expand its jurisdiction from traditional phone and media regulation onto the Internet. In response to this clear judicial ruling, proponents of so-called net neutrality regulation are scrambling to figure out how the FCC can expand its authority to regulate the Internet—either through some new regulatory contortion, or through the passage of legislation that would expand the FCC’s authority.
