Roscoe Conkling

Roscoe Conkling - Roscoe Conkling (Oct. 30, 1829–April 18, 1888) was a politician from New York who served in both the U.S. House of Representatives and the U.S. Senate. He was the leader of the Stalwart faction of the Republican Party and the last person to refuse a U.S. Supreme Court appointment after he had been already been confirmed by the U.S. Senate.
