Thomas Qualtere - Thomas Qualtere is the speechwriter for the House Republican Conference. He previously served as research assistant and speechwriter to the president of the Heritage Foundation. He is a graduate of Skidmore College in Saratoga Springs, New York, where he earned a B.A. in Government and Acting. Before moving to his current residence in Washington, D.C., Tom spent several years as a GOP operative throughout upstate New York’s Capital Region.
