FRESNO, Calif. (AP) — This is the time of year when residents who often live with the nation’s worst pollution often can draw a breath of fresh air. But this winter has not been kind to people who want to play outside in California’s Central Valley. (more)
During the 2010 midterm elections, California voters rejected Prop. 23 – a provision that would have postponed the implementation of the state’s cap and trade program until unemployment was down for five consistent years. But in a ruling published on Monday, a San Francisco superior court judge went a step further and halted the entire program, arguing the California Air Resources Board (CARB) was “unable to make an informed decision” because it had failed to consider other alternatives. With reports predicting brutally-cold weather to envelop much of the U.S. in the coming weeks, Environmental Protection Agency (EPA) regulations could make it harder for Americans to stay warm. According to the National Center for Public Policy, the EPA’s regulatory war on greenhouse gas emissions will drastically increase costs for the majority of Americans who get their heat generated from coal. WASHINGTON (AP) — In a new case about climate change, the Supreme Court will hear an appeal from electric utilities that are trying to short-circuit an effort by states to force cuts in power plant emissions. (more)
Americans living in the most industrialized regions of the country have a special stake in the outcome of a California ballot initiative that would suspend implementation of that state’s global warming law until after unemployment drops, according to policy experts who favor a free market response to energy needs. The climate debate may be temporarily stalled in Washington, D.C., but in California, it is still in full swing. It’s quickly heating up too (no pun intended), as Golden State residents prepare to go to the polls November 2 to vote on Proposition 23 – a bill that would postpone the implementation of the state’s Global Warming Solutions Act of 2006, otherwise known as AB 32. Since the Senate will not pass the flawed cap-and-trade legislation, the administration is taking matters into its own hands, using the Environmental Protection Agency (EPA) as its lead enforcement agency. UK researchers seeking to cut back on greenhouse gases have found a deliciously potent weapon for fighting agricultural methane emissions: curry. It turns out two spices customarily used to season curry dishes — coriander and turmeric — have an antibiotic effect in the stomachs of sheep and cows, killing methane-producing bacteria there. By spicing up animal feeds, farmers could reduce methane emissions from farms by up to 40 percent. (more)

The concrete barrier alternative will be constructed from bags of dirt and seeds, making it a second major vegetation highway wall attempt in the U.S. Officials are hoping this one fares infinitely better than an earlier one in Wisconsin, which ended badly.
