President Obama is planning to announce tougher safety requirements for offshore oil drilling and will most likely call for more rigorous inspections for such operations, administration officials said.
Mr. Obama’s announcement is expected to come on Thursday after he receives a report from the Interior Department, and a day before he heads to Louisiana to inspect the damage from the sprawling spill.
