ST. PAUL, Minn. – A St. Paul man was charged with assault for allegedly gouging another man’s eye out with a three-foot-long ice scraper Monday.
Justin L. Mulligan, 28, was charged Wednesday with first-degree felony assault in Ramsey County.
The victim and another man knocked on the door of a female friend of Mulligan’s residence. The woman then called Mulligan fearing for her safety.
