Gadhafi swiss asset Mubarak

Gadhafi’s Swiss assets have been frozen. Why do corrupt ruthless dictators keep stashing their billions in Switzerland?  Force of habit? Seems as if those assets are now routinely denied to them. (Mubarak’s too.) What’s a strongman to do?  I sense a diversification opportunity for Somali pirates.
