In October, Wells Fargo will start charging a $3 monthly fee to certain customers to use their debit cards in what it says is a test program. The fees will apply to people in Georgia, Nevada, New Mexico, Oregon and Washington state who use their debit card, ATM card or check card for purchases or payments, including recurring payments, a bank spokeswoman said Wednesday.
