Gilmore, the president and CEO of the Free Congress Foundation, has introduced the “Growth Code,” which includes eliminating the capital gains tax, implementing a 15 percent tax on all business activity and lowering tax brackets for individuals to rates of 10 percent, 15 percent and 25 percent.

Gilmore told TheDC that the “Growth Code” would lead to “long term” job growth, as opposed to stimulus jobs that “go away in six months.”
