CHARLESTON, S.C. — Former Republican presidential candidate Herman Cain on Thursday made an endorsement in the Republican presidential race, but it wasn’t an actual candidate running for president.

In a classic Cain move, he said he’s giving his endorsement to “We the People.”

“We the people are still in charge in this country,” he said.

Cain had promised to make an unconventional endorsement before the South Carolina primary.

During remarks at the Southern Republican Leadership Conference, Cain said he still plans to push his “9-9-9” tax reform plan and encouraged attendees to press members of Congress to consider it. Cain said he’s drafting 9-9-9 legislation.
