During an interview with NBC’s “Today,” newly-confirmed Defense Secretary Ashton Carter says he laughed when he saw the video of Vice President Joe Biden massaging and whispering in the ear of his visibly uncomfortable wife during his swearing-in ceremony.

“Oh, I laughed. I laughed. I laughed,” he said. “They know each other extremely well. We’re great friends with the Bidens.”
