One man died and nine other were injured Saturday night in Detroit, Mich. when two men opened fire at a block party.

There were roughly 400 people at the party, including children, which was held at a basketball court on Detroit’s west side.

Of all the party-goers, none have come forward with information. One man, 46, is in critical condition and two other men, 21 and 26, are in serious condition, Detroit Free Press reports.

“There’s kids out here. I’m livid. … There’s not any excuse why no one is talking,” said a clearly frustrated Detroit Assistant Police Chief Steve Dolunt to WXYZ. “Man up or woman up, whatever, and tell us what’s going on.”

Police believe the one dead man, 21, was the intended target of the shooters.

“They had total disregard for anyone else in this community,” said Dolunt. “Yeah I’m upset, they’re having a good time, this wasn’t a bunch of gang-bangers, people outside having a good time, and I’m very disappointed with all the couple hundred people out here, no one has seen anything.”
