New Haven Man Pleads Guilty To Bribing Housing Official

A New Haven, Conn. man pleaded guilty to paying nearly $350,000 in bribes to the former executive director of the West Haven Housing Authority — a recipient of federal funds to help families with low incomes — in exchange for government contracts and business.

Andrew Ross, 58, pleaded guilty before U.S. District Judge Michael P. Shea in Hartford for one count of conspiracy to commit bribery in connection with a program that received federal funds, which carries a maximum sentence of five years in prison, according to U.S. Attorney for the District of Connecticut Deidra M. Daly. A sentencing is scheduled for Jan. 29, 2016.

Ross controlled companies that received business from the housing authority and contracts for financial and consulting services between January 2007 and February 2012. He bribed around $349,500 to Michael Siwek, then-executive director of the West Haven Housing Authority, who also owned and controlled Four Star Development Company LLC.

Siwek pleaded guilty on Sept. 4, 2014 for receiving an estimated $1.5 million in bribes related to the housing authority. He is awaiting sentencing.

Multiple federal entities are investigating the case, including the U.S. Department of Housing and Urban Development Inspector General, the FBI and the Internal Revenue Service.
