French Prime Minister Manuel Valls said Tuesday’s attack against Brussels, like the ones in Paris in November, are acts of a war Europe is fighting.

Valls released a brief statement in solidarity with Brussels after attacks on the airport and a subway station killed at least 26 people.

“We are at war. We have been subjected for the last few months in Europe to acts of war,” Valls said in a brief statement, according to the Associated Press.

Valls used the same words to describe the January 2015 attack against French satirical magazine Charlie Hebdo’s headquarters in Paris, which killed 11 people.

“France is not at war against Islam and Muslims,” but rather “terrorism, jihadism and radicalism,” he clarified at the time.

French President Francois Hollande said “terrorists attacked Brussels but Europe was the target.”

Belgian Prime Minister Charles Michel called for calmness when the news of the attacks broke, but later condemned them as acts of terror.

Security at the France-Brussels border has reportedly been increased, according to a report from Luxembourg’s RTL news outlet.
