During an appearance on ABC’s “This Week” Sunday, presumed GOP presidential nominee Donald Trump said tax rates will likely be higher than what was seen in his initial proposal if he is elected.

The billionaire said after the plan is worked out the top income bracket most likely won’t see rates drop from 39.6 percent to 25 percent.

“On my plan they’re going down. But by the time it’s negotiated, they’ll go up,” Trump said. “Look, when I’m negotiating with the Democrats, I’m putting in a plan. I’m putting in my optimum plan.”

Trump said he is more focused on keeping the rates low for the low and middle income brackets than the higher ones.

He said the proposal was more of a place to start negotiations than a plan.

“I put in a proposal. You know what they are? They’re really proposals. People can say it’s a tax plan. It’s really a tax proposal,” he said.
