The German government will soon require residents to stockpile food and water in case of an attack, according to a plan leaked to the press.

“The population will be obliged to hold an individual supply of food for ten days,” the plan states, according to a German newspaper cited by Reuters. The Interior Ministry has prepared the plan as part of the government’s “Concept for Civil Defence.”

The Interior Ministry is discussing the plan Wednesday and will then be made public, a spokesman for the Interior Ministry told Reuters. He declined to provide further details on the plan.

It would be the first time since the Cold War that the government issues such a warning, the Frankfurter Allgemeine Sonntagszeitung reported Sunday. The country is reeling after a string of terror attacks carried out by Islamic extremists, in many cases after exploiting Chancellor Angela Merkel’s de facto open border plan for the refugees streaming into Europe.

Merkel has doubled down on her embrace of the refugees in the wake of the attacks. “The phenomenon of Islamist terrorism, of IS, is not a phenomenon that came to us with the refugees,” Merkel said at a recent campaign event. “This group has worried us for several years.”
