Democratic nominee Hillary Clinton said she is declining the Mexican government’s offer to talk on important bilateral issues before the 2016 election.

Clinton’s decision to not speak with America’s third largest trade partner before the election was made clear in an excerpt of an ABC News interview Tuesday. Clinton believes that the GOP nominee Donald Trump caused a “diplomatic incident” by accepting Mexican President Enrique Pena Nieto’s invitation to speak.

She told ABC News’ David Muir in a joint interview with her vice presidential pick Sen. Tim Kaine that Trump “did choke,” by not talking about how Mexico would pay for his proposed border wall. Clinton went on to say, “He [Trump] didn’t know how to even communicate effectively with a head of state. And I think that’s a pretty clear outcome from that trip.”

He came out saying one thing and the Mexican president contradicted him almost immediately,” Clinton said, in reference to Nieto claiming after the meeting with Trump that the wall was discussed. The Mexican leader said, “At the start of the conversation with Donald Trump, I made it clear that Mexico will not pay for the wall.”
