Just six people have been brought to justice for the 509 cases of sexual assault that were reported in Cologne, Germany, on New Year’s Eve last year.

A new report from the Ministry of the Interior show how police haven’t been able to identify suspects from the mass sexual assault scandal outside the central station in Cologne. A total of 1,205 criminal complaints have been filed as of Oct. 25, with 509 being for “sexually motivated activities.” Almost 400 more cases of sexual abuse were recorded during celebrations in other parts of Germany.

Six people have been handed suspended jail sentences of between six and 21 months. Prosecutors dropped 369 cases because no offender could be identified, and just over 50 people have at some point been charged on suspicion of participating.

Authorities are looking at ways to prevent a repeat of scandal with New Year’s Eve approaching. Officials are considering restricted access to certain areas, more video surveillance in public places and helicopters monitoring the situation.

A police report released Monday further recommended that migrants should be screened upon entering Germany to give authorities a chance to identify them. A majority of suspects have come from either Algeria, Morocco or Iraq.
