Rex Tillerson said Wednesday during an address to State Department employees that there is “almost no trust” between the United States and Russia.
“A lot of work ahead of us on the Russia engagement [to see] if we can find space where suddenly we feel we can begin to rebuild some level of trust,” Tillerson stated.

“Because today there’s almost no trust between us,” his remarks continued. “Can we build some level of trust? We’ve got a long list of things to work on.”
Tillerson specifically cited arms agreements and Russia’s invasion of Crimea as places of tension for the two superpowers.
“I don’t know whether we can [rebuild trust] not. … We’re gonna find out,” he concluded.
