Senate leadership is finding it increasingly difficult to arrive at a consensus about repealing and replacing Obamacare, but one last-ditch proposal could be the solution that Republican senators are scrambling to find.

Republican leadership is considering a push to pass a drastically watered-down version of Obamacare repeal in order to move to negotiations with members of the House, in a final effort to make good on a seven-year campaigning point for congressional Republicans.

The measure being floated is known as the “skinny repeal,” and many believe it is the only way that Republicans can pass a bill through the Senate to send to the House for final negotiations.

The skinny repeal bill contains five key features:

  1. Repeals Obamacare’s Individual Mandate
  2. Partially Repeals Obamacare’s Employer Mandate
  3. Defunds Planned Parenthood For One Year
  4. Increases Funding For Community Health Centers
  5. Makes State Innovation Waivers More Flexible

Lawmakers are currently weighing three proposals: the Better Care Reconciliation Act, a bill that would institute full repeal of Obamacare without a replacement and the skinny repeal. Thus far, senators have shot down two during procedural votes Tuesday and Wednesday.
