President Donald Trump’s newly-appointed USAID chief said in a Monday speech that he wants to revamp the agency’s use of foreign aid to better reflect the needs of American taxpayers.

The new administrator, Mark Green, gave a speech to staffers following his swearing-in ceremony Monday in which he detailed the issues with foreign assistance.

“I believe the purpose of foreign assistance should be ending its need to exist,” Green said. “Each of our programs should look forward to the day when it can end and around the world we should measure our work by how far each investment moves us closer to that day.”

Green argued that the agency needs to better reflect American taxpayers in terms of where and when U.S. aid goes to foreign countries, saying “that’s what our taxpayers deserve, that’s what our government partners deserve, and that’s what our partners all around the world deserve.”

The Senate approved Green to his position Thursday.
