House Majority Leader Kevin McCarthy announced Tuesday that the House will vote next week on the Pain Capable Unborn Child Protection Act.

“Next week, I’m bringing legislation to the House floor that will respect the sanctity of life and stop needless suffering. The Pain Capable Unborn Child Protection Act will protect the voiceless, the vulnerable, and the marginalized. It will protect those children who science has proven can feel pain, and give them a chance to grow and live full and happy lives,” McCarthy said in a statement at the press conference.

He added that the living have an obligation to speak for and defend those who can’t defend themselves, and said that House and Senate members should come together to protect unborn children that can feel pain. We have a duty to protect those who not only are developed enough to have noses and ears, but also have easily detectible heartbeats and whose movements mothers can feel in the womb, he said.

“If enacted, this common sense policy would limit abortion to 20 weeks and finally join the consensus shared by eight out of ten Americans – abortion should have real legal limits,” the President of March for Life, Jeanne Mancini’s said in a statement.

“This bill would not only save 20,000 lives every year, but would educate the public on the humanity of the unborn person and affirm the science of fetal pain early in development,” Mancini added.

The bill has been introduced multiple times between 2013 and 2016, but has failed to pass the Senate each time.

The House will vote on the Pain Capable Unborn Child Protection Act on Oct. 3.
