New York City terrorist Sayfullo Saipov is alleged to have asked if he could hang an Islamic State flag in his hospital room while recovering from wounds, according to federal officials Wednesday.

Saipov is an Uzbek immigrant who has been living in the United States on a green card since 2010 and was heard shouting the terrorist chant, “Allahu Akbar” after her carried out an attack Tuesday in Manhattan.

Saipov has also been linked with ISIS and radical Islam through notes found at the crime scene. They were written in Arabic, and the New York City Police Department described his actions as something directly out of the ISIS playbook.

“He appears to have followed almost to a T the instructions that ISIS has put out,” New York Police Department Deputy Commissioner of Intelligence and Counterterrorism John Miller said Wednesday.

The attack was also deemed a terrorist act by New York City Mayor Bill de Blasio, a Democrat, at a Tuesday press conference, where he called the violence “cowardly.”

“This was an act of terror, and a particularly cowardly act of terror aimed at innocent civilians,” de Blasio said.

Authorities are still investigating the attack.
