A theater in London, England, said Thursday their “cult of personality” around actor Kevin Spacey kept people from speaking out.

The Old Vic theater that Spacey worked for 11 years claimed the actor’s popularity made it hard for alleged victims to report his behavior. Since the story broke that Spacey, 26 at the time, sexually harassed  then 14-year-old Anthony Rapp at a party in 1986, the theater launched an investigation and released a report on Thursday.

Fifty-six people contacted the theater during the investigation.

Twenty men (16 were former staff) alleged to the theater that Spacey made inappropriate conduct toward them. The claims ranged from people feeling uncomfortable to sexually inappropriate behavior, reported the Guardian. Old Vic claims that no one on the board of trustees was aware of Spacey’s behavior during his time working there.

Only one of the alleged complaints was made at the time. Spacey worked at the theater from 2004 to 2015.

“Despite having the appropriate escalation processes in place, it was claimed that those affected felt unable to raise concerns and that Kevin Spacey operated without sufficient accountability,” said the theater in a statement, adding they apologize for not creating an “environment or culture where people felt able to speak freely.”
